to Measure the Added Value of Gender Transformative Approaches

CARE Nepal, Ethiopia and Uganda and their partners implement an Austrian Development Agency and CARE Austria-funded program that takes a “holistic approach” to women’s empowerment. In practice, this means there are a mix of activities to promote women’s economic empowerment, women’s meaningful participation in decision-making spaces, women’s psychosocial wellbeing, changing gender norms, advocacy for women’s rights, and engaging men and boys for gender equality.
CARE Austria as part of the cross-country learning agenda of the programming, facilitated the teams in investigating further how these different activities create synergy and contribute to various outcomes. In an environment where many donors are focused on economic empowerment, how can we get hard evidence that these other program components are also crucial? How and to what extent does integrating a holistic approach affect women’s economic empowerment and women’s meaningful participation? Is it even possible to try to measure this, when the programming was not set up as experimental research design?
This WebEx focused on the evolution of the learning agenda, and the process of our attempts to use baseline and endline household survey results to answer questions about the “added value” of different activities considered crucial for women’s empowerment. The WebEx will shared lessons learned from the process and created a space for open discussion about the challenges related to M&E and learning agendas.
This webinar aimed to answer the following questions:
What do endlines really tell us about our programming quality? Can we really just look at baseline and endline averages to determine success, or do we need some more sophisticated techniques?
What are some of the challenges in coordinating cross-country learning? What are challenges in participating, documenting, and “learning” from the learning? Who “owns” a learning agenda?
How can we improve the quality of baselines and endlines so they are useful for learning?
Is possible to quantitatively “prove” the value of gender transformative approaches? Should we even try?
Are we really able to measure something as nuanced as women’s power in household decision-making?
What are some do’s and don’t for endline planning?
How can we measure the impact of specific activities on overall empowerment- - for example, how can we be sure of the impact of Role Model Men outreach work on women’s economic empowerment? Or of couples discussion sessions on women’s local-level political participation?
Does it matter if household surveys ask women questions that they designed themselves or questions designed by “the experts?”
